Description: Bell Atlantic, NYNEX, and AT&T filed a proposal late April 4th
to reform access charges and universal service. The plan has three stages:
1) on 7/1/97 local provides would be required to reduce access charges by
~$2.5 billion, business subscriber line charges would rise from $3.50 to
$6.00, and a new Connect America charge -- to fund universal service
provisions -- would be levied on all phone lines starting at $.25; 2) on
1/1/98 the Connect America charge would rise to $.50 and access charges
would be changed from a purely usage-based pricing scheme to a per-line and
usage-based pricing system; and 3) on 7/1/97 access charges would be cut
again and the Connect America fee would rise to $.75 per line. |
